Strawberries that flower and do not set fruit usually do so for one of several reasons: frost damage, which turns the centre of the flower black, failure to pollinate which happens in a greenhouse because of no bees or wind movement, and virus disease. The plants sound healthy so it is probably not virous disease.

Another possibility is just too much vigour, the plants over-fed and growing leaves strongly and aborting the flowers.
