Is it too early to plant tulips now,end august. when they are finished blooming do they need to be lifted and does their dying foliage spread disease among tulips?

Tulips can be planted at any time they are not in growth. They do not need to be lifted if grown in well-drained soil. The withering foliage does not generally spread disease.
