can branches be encouraged to grow on the “bare” side of the weeping mountain ash. all the weeping branches are on the one side at the moment. can i nick the bark on the trunk to encourage shoots

It is probably leaning out of the wind and many weeping trees tend to lean to one side. As it grows bigger it might furnish the other side to some degree, but nicking the bark will not cause new buds unless you cut the top off completely because the growth to one side is too strong.
