White mould spots on tree bark

I have a very mature tree in my back garden which was here when I arrived 2 years ago. it now appears to have white circular fungus-like spots appearing on it’s bark. I don’t know what species of tree it is, but the bark is usually a lovely smooth chocolate brown colour, and it flowers with yellow buds in spring. Can you help me treat the problem?

This is not a fungus, it is scale insect, a very slow-mowing insect that sucks sap from the trunk of trees.

If you can spray, do so using a systemic insecticide.
