What is the best treatment? Have used Nimrod and Bugclear to no avail.

Nimrod is a fungicide and has no effect on this insect pest. Earwigs are fond of eating these pests but the wool protects them from predators, and from sprays, and they can be very persistent and considerably weaken the growth of an apple tree.
Bugclear is a systemic insecticide and will work in the sap of the plant but a sufficient amount needs to be absorbed.
Add a few drops of washing up liquid to 5 litres of spray and direct the spray into the woolly colonies, but also thoroughly wet all foliage.
