Lots of insects use a lawn area for shelter and feeding. These small flies are probably mushroom flies which feed on wet decaying plant material.

Like most insects they are likely to occur in peaks as one or two generations arise in spring and summer. They will soon disappear and there is no control necessary, or possible really.

The lawn might be a bit wet and this might be a reason, also they like sheltered spots.
