I have a monkey puzzle its about 30ft high the lower branches are on the ground and are rotting can they be cut off and how do i go about it

At 30 feet tall, it is a sign of good health if the branches are retained to ground level. You can cut off the branches to a height of two or so without doing any harm. Cut them off at the trunk.
