Mountain ash foliage sometimes shrivels up with rust disease or leaf spot, and greenflies can also cause leaves to shrivel. There is no real possibility of spraying for these problems as the tree is probably too tall. Leave it be and see how it does. If it is consistently make look unsightly each year, you may decide to remove it.

It is also possible that there is a root disease problem, possibly due to wet ground, and this might explain an apple tree dying too. Although apple trees also die of canker disease and silver leaf disease.
