I dug up some old bushes and shredded them i laid out a new rose bed planted new rose plants..my question would it be harmful to the plants if i spread the leaves over the rose bed.

A mulch of shredded shrubs will do no harm and might help by conserving moisture, as long as the soil is not already a bit heavy. They will soon rot away.
