When can I move a Japanese Umbrella Tree safely?

This tree spent 2 yrs in a large tub then went in the ground, the surrounding hedge has grown almost as tall as the little tree now (about 3 feet tall) and I think it does not get enough sunlight anymore as it seems to have stopped growning. It is in its current position for about the last 3 years now and I don,t want to damage it as it was a special anniversary gift, any advice would be very welcome.

The Umbrella tree is in a good position and should be given priority. Move all the competition plants within a metre, mulch and keep the trees free of weeds. Sacrify the hedge if necessary.
